Unlike a domestic invoice, it is a legally required export document serving customs authorities, shipping companies, banks, and the importing business simultaneously. Getting a commercial invoice wrong can result in shipment delays, customs holds, additional duty charges, or rejection at the border.
What Makes a Commercial Invoice Different
Commercial invoices contain fields not found on domestic invoices, each serving a specific regulatory purpose:
- Country of Origin: Every product line must specify where the goods were manufactured, not where they are being shipped from
- HS Code: A standardized international code classifying every type of tradeable good, used by customs to determine duty rates
- Incoterms: Standardized trade terms (FOB, CIF, EXW, DDP) defining who is responsible for shipping costs and customs clearance at each stage
Calculating the Correct Commercial Invoice Value
The declared value must reflect the actual transaction value — what the buyer actually paid. Undervaluing goods to reduce customs duties is customs fraud in virtually every jurisdiction and exposes both parties to significant legal penalties.
